Improve Minerva OSS Dataset and implement models for Atarashi

To implement some of the machine/deep learning models on Minerva OSS Dataset from FOSSology and integrate it to atarashi as an agent. Models that are going to be used are logistic regression, LSVM, Naive baiyes, doc2vec for semantic similarity and bert model using fine-tuning.
